Basic Resident Registeration System for foreign residents

 The revised Basic Resident Registeration Act came into effect on July 9, 2012 and foreign residents are now covered by the Basic Resident Registeration System in the same way as Japanese nationals.
 Under the system, a residence record (Jumin-hyo) will be created for foreign residents by the municipality of residence. A Certificate of Residence (copy of Jumin-hyo) can be used as a proof of your residence and basis of provisions of public services.

 When you decide to move to another municipality, you need to submit a "Notification of moving out" to your present municipality, and submit a "Notification of moving in" to the municipality where you are moving into.
 ※You will also need to submit a "Notification of moving out" when you move out of the country. If you are moving within the same municipality, you will need to submit a "Notification of change of address".

 To take full advantage of the services your municipality provides, please make sure to submit proper notifications at appropriate times.
